[WriteLog] Attention AD1C - Zone problems

The only ones that are a problem are [UA]9S and [UA]9W stations.  They are 
each listed twice in the country file with two different zones (16 and 17), 
so Writelog does the right thing and ignores them.  If there are others, 
please let Wayne know ASAP.  I'll fix this in the next release.
