[WriteLog] AFSK Offset when sending/receiving spots

At least you are aware of the "problem" - thanks for worrying about it.
This is a very important concept to understand, and I will be writing more
about it in the future for those new to AFSK RTTY and contesting.

One that will amend the incoming spots to place them at the "right"
frequency on the bandmap to match our dials instead of 2.125 k away??

That's not available now, but it's not a bad idea at all!  If you're
spotting, marking it AFSK is a great idea.  If you don't correct the spot,
at least the other guy has a chance to do it.  However, the fact that it's
an AFSK spot is not apparent on the bandmap.

VERY interesting idea to explore the idea of having WriteLog correct for the
offset before sending to the cluster.  I think that would be very useful for
all.  To accommodate the high tone guys and the low tone guys, the software
could ask you what offset to use, e.g. 0 or 2125 etc.  Wayne, would you
