[WriteLog] New country files for CT/NA/TR/WL - 26 February 2003

It would be nice if a converted version of this were available. The
performance of the convert is pretty poor. Not a big deal but would be kind
of nice.
Why not run it and make a zip of the resulting files? I suppose it would
only help those with a high speed connection but many more of those are
around now and both versions could be kept.
