The guidance that I used to update the namedmul.ini (which btw is now 
available on the WriteLog web site) is the following -

When the contest uses provinces and territories (13) as multipliers, then 
the Province of Newfoundland and Labrador have the Postal code on NL

When Newfoundland and Labrador count as separate mulitpliers, then I have 
used NF for Newfoundland and LB for Labrador (both postal codes)

So it depends on the contest - but the appropriate aliases are in place in 
any case
