[WriteLog] MN QSO Party Update

For those who were on the edge of their seats, I'm pleased to
announce the availability of a new MNQP module for WriteLog.
The new module handles the updated rules which took effect
last year.  You can download the module (and a bunch more)
from:  http://wlmods.n9oh.com

Note that this new MNQP module will show up as a different
contest type -- you'll see both the old entries (in and out of state)
and one new entry which works for both in and out of state ops
and is for 2003 and beyond.
