After you copy the correct DLL, try "regsvr32 rpcrt4.dll".   The DLL may have different functionality and the DLL "registers" this functionality during installation if you do this. 

Maybe another program installed a back-level DLL. That's not supposed to happen with a "good" installer.

  Yes I have recently installed some new software, namely AE6Y logging program, cqwin92. I had cqwin73 which coexisted OK, but the upgrade caused the problem with writelog.

  I have tried uninstalling both programs and that did not fix it and I tried replacing the RPCRT4.DLL with a file from another computer but, no go.

  So it looks like I have to go one step further and re-install the Windows component DCOM as Mork suggested.
