Logs do not need to be merged, nor do they need to be submitted to ARRL. 
Here is an excerpt from the FD rules:

8.1.2. A list of stations worked by band/mode during the Field Day 
period (dupe sheet or an alpha/numeric list sorted by band and mode)

8.2. Complete station logs are not required for submission. The club 
should maintain log files for one year in case they are requested by 
ARRL HQ.

  8.2.1. Cabrillo format log files are not required for Field Day entries.

Therefore, there is no need for networking for the purpose of merging 
logs. There might be other reasons, however, such as communicating with 
other stations at the site.

There isn't much need to use packet spots for FD, since there are no 
multipliers in the usual sense of the word. There are multipliers, but 
not for working different sections, etc.
