[WriteLog] PSK63

I am going to ask this again since there was no reply. Please implement
PSK63 in WriteLog. They already had a contest tonight and it is really
really hard to use a program that is not a contest log to wok it. It would
be quite easy to do I have to believes since the ONLY difference is the baud
rate.
