[WriteLog] CW Burst Speed

Use the < or > before or after the message part.  It's in the help file in the 
setup CW messages box.  

Personally, I can't stand copying the speeding up and slowing down exchanges, 
it's a real rythym breaker.  Like trying to copy someone using a bug.
