[WriteLog] Changing Field Size

In response to Les's (VA7LC) earlier question - I tried to make the field
size larger for Mults for "out of state" and could not.   It seems a
modification needs to be made to WL.

For in state - I had no problem with mult counting / display with 3 digits.
