[WriteLog] WL_CTY.dat file conversion

Thanks Mike.  This is a short sweet exercise. No wasted steps.  Selecting
convert from the writelog 10 menu does all the work.  It even says "all
done".  I would add only one step and that is to backup the old WL.CTY
before downloading the new just in case.
