[WriteLog] cw/rtty tunning window

Thanks for the tip.  I never knew that was available.  I haven't 
tried it yet, but I presume MMTTY_ALWAYS_ON_TOP=0 accomplishes the 
same thing for MMTTY RTTY in WL.
