I don't think that's always true.  At home with a Matrox card, my windows
will maximize on the monitor they're on when you maximize it.  The task bar
extends across both monitors though.

On another machine elsewhere using an NVIDIA card, the task bar is only on 1
monitor, but windows can be maximized in a given monitor.
