Not quite! Citing from QST February 2004, How to Avaoid Contest Score
Shrinkage by H. Ward Silver, N0AX:
.
".... Not-in-Log (N or NIL) - If your call does not appear in the other
operator's log at the right time, your QSO is invalid."
.
.
"What's Really an Error?..... ..... Not-in-Log QSOs are also pretty easy
to peg as real errors."
.
.
"Why Penalize?......... The ARRL removes the bad QSO plus one additional
QSO. For the CQ World Wide, the bad QSO and three additional QSOs are
removed. Both contest mahangers feel that the penalties act as a deterrent
to sloppy operating. Penalty QSOs affect only the QSO count, not multipliers".
