CW messages in the Shifted Function Keys will not key the  tx.  (CW messages

in non-shifted function keys work just fine.)  I  have looked for any 
writelog.ini commands that might control this, but I find  none.
 
Any suggestions about how to make Shift-F1, Shift-F2, etc. work?
