[WriteLog] ANARTS Time

Make sure you "log" that QSO that the time applied to before testing it 
again. Unless you log it, WL may be assuming you are simply trying to 
re-send the time, and is therefore repeating the original time sent with 
the QSO.

I don't recall for sure it works this way, but it should.
