The WL_CTY.DAT file was broken (thanks to Dick WC1M for noticing it).

You can download cty-1401.zip or WL_CTY.DAT from the web page again.

The file parameters are:

    3/02/2004  23:16          41,422  wl_cty.dat

Sorry for the problem, and thanks Dick for catching it!
