[WriteLog] WL& Russian DX Contest

Dear WL users,
This year contest committee were changed abbreviations of some oblasts of Russia for
working in RDXC.
It's necessary to produce adjustment of file cty_rus.dat
Then use program Convert CTY to Writelog to create new file cty_rus.bin
Also necessary to contribute changes to file namedmul.ini(the bottom
part of the file)


The changes concern the following oblasts:
