[WriteLog] 5NN instead of 599

I'm confused.  I thought cut numbers would only
work on messages you programmed such as in %N3 for
a sequential number and that it would work on 599.
That you program directly into the message as 5NN.
If you want a signal report and serial number sent
not in cut-numbers just program it into another
message line like this: 599 %3.

Am I right?
