[WriteLog] Calculating Best Rate for 60 Minute Timeframe

Writelog (in the .brk file) shows the breakdown of Qs by clock hour.  Is there a way (Excel?) to query the log to find out what the actual best 60 minutes were, even if that timeframe crosses the top of the hour?  If so, what would the steps be, please?
