[WriteLog] Duping in custom exchange formats

When setting up a full custom exchange, I notice dupe checking does not
account for bands - that is, if the station has been worked on any band it
will show as a dupe not only on the band where it has been worked, but on
all other bands.

I have only found one way to work around this, which is to load a contest
that has a module with proper dupe checking, then modify the exchange format
by initializing the entire format.  This yields proper dupe checking, but
the check call function then does not work - the check call function reports
the station has been worked on every band after it has been worked once, on
any band.

Anyone know their way through this?
