[WriteLog] CAQP setup help, please

Hi all
I am new to WL and have a question relative to parameter setup for this 
contest.  In some contests one needs to do a Parameter Setup under Contest.  In 
CAQP (outside state), the Parameter Setup does not allow me to do anything.  All 
it shows is Valid QSO's, score, etc.  Is this correct?  Seems to me I need to 
show my state.  What am I doing wrong?
