[WriteLog] Timeis blank in Packet Spot Window for many spots - fixed

I installed 10.55D this morning, and the problem appears
to have been corrected; all spots now have a time value
in the spot window, including spots from two of the
stations whose spots were blank yesterday with the
earlier release.
