[WriteLog] Windows Volume Control Window Off the Screen

Hello,

The Windows Volume Control window is 3/4 off the screen on the second 
monitor.  I've tried to pull it down, but can't get to the top of the VC 
window.  Tried to use the "Move" on the VC icon on the Task Bar, but still 
no movement in the VC window.  Unfortunately, found this problem during 
installation of a different sound card.  It's been a while since the Task 
Bar VC icon was used, but the VC window was on the screen at that time.
