[WriteLog] Turning OFF Dupe Notices & Red D's

I must have misssssplaced the info somewhere...on how to turn OFF Dupe Notices & the Red D's.

Mike, K9AJ, and I will be activating IOTA NA-178 next week, and would like to get this remaining bug-a-boo resolved ASAP.  I've configured the .wl file in "DX-Pedition" mode, and assume we will work some guys on multiple bands.
