[WriteLog] Ukrainian DX Digi Contest

Hi Ron,

I looked up the newest rules that I could find for the Ukranian DX contest
(2003).  They are not the same as for the Ukranian DX Digi contest.  The
entry categories are different, the point scoring is different, and the
mults are different.  So, unless someone whips up a module, I will be
sitting this one out.
