[WriteLog] AD1C County Conversion Program

I've never used the program, but in general that means the program is of the 
command-line variety.  You need to run it from a dos/command window...

- Click Start
- Click Run
- Type "cmd" (without quotes) and click OK
- From the command window, navigate to the directory and type the name of 
the program to run it
