[WriteLog] CUT NUMBERS

When in a CW contest requiring a serial number of at least XXX is it customary to send 001, TT1 or are the 00's assumed? What about 100, is it proper to send 1TT or 100?  Now the real question, cut numbers.  I saw in the help files that to can make WL send a T for 0 or a N for 9 by modifying the .ini files, but for the life of me I don't see cut numbers in my .ini files. Can I just add these in or do I have a major problem here?
