[WriteLog] GAQP

The GAQP module in Writelog is badly broken. I'm set up for out of 
state (CA). The entry box is titled MYCTY for entering the received 
exchange,  but it insists on erases the county I type and replaces it 
with CA, then refuses to save the QSO because the county is invalid. 
So I'm dead in the water. 

The GAQP DLL is version 1.0.0.5, and the file is dated 11/6/03.
