[WriteLog] IC-756PRO3 can't split

As Ric mentioned there are serious deficiencies in the Icom rig
protocol.  The easiest way to do it is to hit the minus key when the log
window is in focus.  This brings up a small edit box in which you enter
your split TX frequency.  Writelog will command the rig to split and set
the TX frequency much faster than using the rig controls.
