Hi, Gary.
Thanks a million.  That worked FB. 
I must have done something different when I tried the keyboard shortcuts
form the first time. 
I followed your instructions and they were right on.

Yup!  Go to Tools/Keyboard Shortcuts...
At the bottom right of the Keyboard Shortcuts window click on the 'Next key 
pressed' button.
WL says "...Waiting for keystroke".
Press the "`" key and the word 'GRAVE' will appear in the 'Shortcut 
Keystroke:" window.
In the "Command to run:' window click on the drop box arrow and scroll down 
to 'F08  --> Message08' and click it.
Click the 'Add Shortcut' button and close the Keyboard Shortcuts window.
All done.  Now pressing the "`" key (GRAVE symbol) will send whatever is in 
your Message08 memory.  (Or <msg8.wav> in a SSB contest.)
