[WriteLog] SPDX no Cabrillo output

I noticed this as well.
Searching through the email logs, I found that the WL W3 files are a 
bit out of date for the contesting module add-ons.
Go to http://www.sk3bg.se/contest/download.htm download and install 
the latest from 2005.
