What's new or fixed:
 
 KOS cabrillo file s/n fix (ver 1.0.1.0) 
 ALQP add LEE county 
 Fix support for Cabrillo ASSISTED category 
 Add K3 Rig Driver (defaults to 38400 baud) 
 Add entry for K1EL Winkeyer2--only difference from Winkey1 is support for
Rig A/B output. 
 Add automation calls for getting and setting the Digital and Voice memory
strings. 
 Added selections for 38400 and 57600 baud for rig com ports.
 Made the MK2R also do the Winkeyer2 setup of A/B  CW&PTT outputs.
 Added [Winkeyer2] ReverseLR=0 setting in case WL's idea of L/R is opposite
the hardware.
 Fix per-band serial number assignment. Serial numbers were being lost in
certain sequences 
 that involved band changes.
