[WriteLog] Re the ANARTS Cabrillo

Hi all,

As per the message from Ted W4ZE, if you have recently upgraded WL, then you
WILL need to go through the re-install process.

I recently upgraded to WL v1067B and found that the Cabrillo option was
greyed out, and a re-install of the ANARTS_Cabrillo_Fix.EXE fixed that.
Just check your C:\Ham\Programs folder, find this program, and run it again.
