[WriteLog] QTCs bank.

I worked the WAEDC for the first time this year 
and did not even try to do any QTCs. However I 
noticed that the label over the last field in the 
entry window was "Tx-Qtc" and the contents of 
that field was the number of QTCs that I had available to send.
