[WriteLog] Tuning the Radio from the Keyboard

The command goes in the [Configuration] section of the ini file.

Set MOUSE_WHEEL_HZ to the frequency increment to turn for each mouse wheel 
message.

MOUSE_WHEEL_HZ=10

I have mine set to 250 Hz, but you can adjust until you find a setting that 
suites your operating style.
