[WriteLog] Changing Email Package in Writelog

Helping a friend.  

When you creat the cabrillo file for log submission, there is a little block toward 
the bottom right where you can "Send via email".  

When this block is check, writelog automatically starts Outlook.  My friend uses 
Outlook Express and would like it to start up instead.  Is there an ini change that 
is required to allow this?
