[WriteLog] Unable to run the download for WL_CTY.DAT in 10.82

I was running version 10.73 which was installed under C:\Writelog on my Vista 64 bit desktop with no problems.  I updated to 10.82 this evening and was unable to choose my installation folder.  After installing I was able to open the application which showed the new version was running but found that the latest Updates for WL_CTY.DAT were no longer active.  

I tried using the Download button on the Convert CTY to Writelog screen but I get a message that it cannot find tqsllib2.dll and therefore it will not run past that point.  I just get another message that the Download Object failed to be created.

A search for the "missing" dll finds it under C:\Writelog|Programs.  I temporarily shutdown my BitDefender Antivirus software on the off chance that it was blocking the file as it had done when running the TQSL software for LOTW.  No luck with that so far.

I thought I had recently seen something about this file on the Reflector but searching did not turn up anything.  

This is very frustrating.  Anyone have a solution to the "missing" dll or how I can reinstall it and be sure Writelog is where I expect it to be?

I wanted to get this running so I would have the Mexican multipliers available in case I spend any time in the 10 meter contest this weekend.
