[WriteLog] FMRE Serial Number Pre-Fill

I noticed this issue 5 or 6 years ago, when I did FMRE Contest for the first
time.
Since that I saw this issue with different versions of WL, as well as
absence of Cabrillo file still.
I guess Writelog guys should reconfigure something.
