[WriteLog] CW delay

[Joe Subich, W4TV]

When you use the accelerators Writelog must send extra commands 
to the WinKey unit after the last character and before the 
"release PTT" command.  The extra commands are responsible 
for the delay in the PTT release ... if you expect a quick 
release, don't include accelerators at the end of the macro.
