[WriteLog] Extending time to type in Call box

I could use some help getting control over the red box that appears in the 
call field when a %C is in a CW message. The help file says the remainder of 
the message will wait until you tab out. That is what I want but the red box 
is only there for a blink of the eye. The help file also directs you to a 
LiveCwDelayMS entry in the ini file. My ini file does not contain this line 
so I added it. I tried various values and found that 1000 to 5000 does leave 
the red box visible for a little more time but after the time it always 
completes the message even if I am still typing in the box. It never waits 
for me to tab out.
