[WriteLog] ARRL 10M contest

The ARRL 10M contest is coming in a few weeks. The addition
of the states of Mexico as multipliers to that contest required
an upgrade to the contest module which is in 10.77 and later.

Earlier versions do not automatically know that XE QSOs include
a state, although they still can be used to operate the contest
and generate a Cabrillo file for log submission IF you download
the latest namedmul.ini.  That file is packaged in
http://www.writelog.com/Downloads/WlWebUpdate.zip.

WriteLog will download and unzip that file to the correct
location if you use its File/Web Update Data File menu entry,
or you can download and unzip it manually to the proper directory,
which depends on WriteLog version.
