[WriteLog] CTY-2006 Country Files - 04 October 2010

Hi Jim,

I tried this with 10.79 in Windows 7 and it went through the motions as if it downloaded and
installed. But afterwards there was no WL_CTY.DAT in the writelog/programs folder nor were any files
updated.
