[WriteLog] resolution of the wl_cty.dat issue on Vista systems

The problem that I learned is that if you had WL version 10.76 or earlier
installed on Vista and then upgraded WL to a newer version, the documented
way of upgrading your country file data base did not work anymore. I have
not repeated this process on Win7, but I suspect it has the same problem.

The fix is hunt down the following files in Vista's VirtualStore:
	wl_cty.dat dxccdos.dat dxccdosmm.dat dxccwae.dat dxccwaemm.dat
cqzone.dat ituzone.dat
Delete all the above files.

Now run WL's "Convert CTY to WriteLog" from the Windows Start Menu.
Click Download.
When it finishes, click "Convert wl_cty.dat".
When it finishes click Cancel.
