I am also running Vista. What worked for me was I opened up a DOS 
Window and went right to the Programs Directory and then ran the reg 
cmd. It worked ok. I found that if I was in another directory and ran 
the reg comd that it wouldn't work even though in the cmd line I 
pointed to that directory, I was getting the same result as you mentioned.
