Disable PTT on the CW port or from WinKey 2.  In the Omni VII, PTT
acts like a straight key (see "external CW Input Plus CW Keyer operation 
from paddles" on page 33 of the Omni VII manual.

In general you need the PTT connection for voice keyer functions in
SSB but don't want PTT with CW on TenTec rigs (almost all operate
the way way with regard to PTT).
