[WriteLog] WriteLog.ini

I followed the instructions below and I was able to modify the writelog.ini in the VirtualStore area. I inserted  the following:
 
[Mouse Wheel Increment]
MOUSE_WHEEL_HZ=1000
 
I checked the file and the above is now part of the file.
 
No matter what value that I enter (1000, 100, 10) the mouse wheel moves the radio frequency 100 HZ.
I must be missing something? What are the allowable values for the mouse wheel?

Try C:\USERXX\AppData\Local\VirtualStore\Windows\WriteLog.ini
Before you can change anything in Windows 7 using notepad you must open
notepad as administrator. Go to "programs, accessories, and right click on
notepad then run as administrator file open go to lower right corner "files"
and select "all files" then choose the path listed above Now you can make
and save changes. Good luck! Fought this battle many times!

I would like to change the frequency increment value when using the mouse
wheel to tune my radio with WriteLog. The WriteLog help file tells how to do
this. It says to change a value in the file writelog.ini.  Now that I am
using Windows 7 I cannot figure out how to locate the file "writelog.ini".
It used to be easy  :-) Would someone please tell me how to locate the file
"writelog.ini"? Thanks de Joe W6RLL.
