[WriteLog] WL_CTY.DAT file download

Hi Jim,
yes all the files was read only. I don't know the reason.
I changed the permissions and the manual upgrade worked ok.
The same error i got with the automatic download: FAILED TO DOWNLOAD WL_CTY.DAT
