[WriteLog] F-keys on working for RTTY at PJ2

I couldn't find what is specifically meant by "they can transmit and
receive".  In what ways can they transmit RTTY, yet the Fn keys are not
working?  For example, in WriteLog can they open the keyboard window with
Alt-K and type text that is actually transmitted?
