[WriteLog] unable to find country files

Operating system - Windows 7

Writelog 10.90 

WlWebUpdate is in  C: ProgramData/Writelog/  

ReadCTY V10 converted wl_cty.dat - appeared to work ok

Why can't writelog see them?
